Regional Coordinated Human Services Transportation Plan (CHSTP)

The NJTPA’s Regional Coordinated Human Services Transportation Plan (CHSTP) provides a regional perspective for ongoing efforts by 13 counties in northern and central New Jersey to develop individual local coordination plans for human services transportation.*

Human services transportation primarily refers to transportation for three groups of people who are sometimes identified as “transportation disadvantaged.” The groups are:

  • Seniors who do not drive
  • Persons with disabilities who do not drive
  • Low income persons without a reliable way to get to work

The Regional CHSTP also focuses on an additional group:

  • Rural travelers who face transportation challenges.

The Regional CHSTP outlines a “3-C” (comprehensive, cooperative and continuing) planning process and suggests potential activities to improve mobility opportunities for transportation disadvantaged residents and travelers in the region as a whole.

The overall goal in building the Regional CHSTP was to provide an opportunity for those with an interest in human services transportation to convene and collaborate in the development of regional strategies to improve and enhance specialized transportation services. The Final Report of the plan study becomes part of the Regional Transportation Plan for the NJTPA and formalizes the process of coordinating the broad interests of the region, including the human services and public transportation communities.

*The federal transportation legislation known as SAFETEA-LU (Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users) requires local jurisdictions to develop a coordinated plan as a condition for receiving funding under three Federal Transit Authority programs. SAFETEA-LU also requires that projects proposed for funding be derived from a “locally developed, coordinated public transit-human services transportation plan.” The coordinated plan must be developed through a process that includes representatives of public, private, and non-profit transportation and human services providers.
