The North Jersey Transportation Planning Authority (NJTPA) and county/city level transportation planning departments throughout northern and central New Jersey have available paid internship positions throughout the year, including summer months.
The NJTPA is the federally designated Metropolitan Planning Organization for the 13 county northern and central NJ region. A 50-person staff located in Newark, works together with staff in 13 county member agencies and in two cities (Newark and Jersey) to plan how over $2 billion in federal transportation funding is invested each year.
Among other activities, the NJTPA and its member agencies: undertake studies of regional transportation needs; conduct computer modeling of transportation and air quality impacts; compile and analyze data related to transportation; use Graphic Information Systems; consult with and advise elected officials on transportation matters; and develop written transportation plans and budgets to guide investments (further details at www.njtpa.org).
The internship program is open to undergraduate and graduate students with an interest in gaining hands-on experience in the fields of urban planning, transportation, engineering, environmental science and related disciplines. Knowledge and experience is desirable.

NJTPA PAID INTERNSHIP:
Transportation Planning Intern - Systems Planning Division

Job Description: The Transportation Planning Intern is a key support position in the North Jersey Transportation Planning Authority’s Systems Planning division. The division focuses on systematic, goal-oriented, information-based decision-making in the NJTPA planning process, with products such as a regional capital investment strategy, a place-based strategy evaluation and congestion management process, multimodal modeling and forecasting, air quality analysis, and performance measure applications in planning. The Transportation Planning Intern will support these planning activities by leading technical design and development of a new GIS-based information management and analysis tool to be used in NJTPA regional planning.
Responsibilities:
The Transportation Planning Intern will assist the Manager of Performance Analysis and Planning and staff to facilitate the design, implementation and testing of a new searchable GIS-based planning information management system to be resident within the NJTPA SQL Server. The system will support synthesis of findings from planning studies to be used as a basis for project planning and development. Intern responsibilities will include:
- Identification and inventory of appropriate planning data necessary to populate the system
- Development of a relational database architecture designed to meet the needs of NJTPA staff, subregions and partner agencies. This will include coordinating meetings with divisional, subregional and/or partner agency staffs to identify information needs, search and query requirements and preferred reporting formats
- Research relating to systems technologies, software platforms and system integration procedures needed to support development and operation of the system
- Computer software programming required to implement, test and refine the system. This will include development of programming to support information intake, processing and reporting that will involve graphic user interfaces, query menus, search analysis algorithms, and reporting formats. Maintain ongoing coordination of activities with the NJTPA Information Technology, Regional Planning, and Capital Programming divisions to ensure functionality of system in both intra-and internet environments while ensuring system coordination with existing operating systems, programs, platforms and environments
- Facilitate organization and inclusion of data and information into the system
Conduct system beta tests, lead training sessions for system users and prepare user guidance materials including a system user manual.
The intern may, as directed:
- Support the development of standardized templates and formats to enable organization and importation of transportation planning information to the system, and prepare guidelines for their use and application
- Assist in the formatting and entry of information to the system
- Organize and prepare presentations, minutes and correspondence in support of system development and coordination efforts
- Support additional planning activities and programs as requested.
Qualifications:
- Transportation planning or engineering educational or employment experience with transportation data development and organization skills preferred
- Computer programming experience, with particular focus in Microsoft SQL Server 2008 and Visual Studio is required
- Experience in Microsoft Office (Word, Excel, Access and Outlook) and ArcGIS 10 is required.
- Knowledge of operational parameters and protocols of internet and intranet computer systems
- Ability to perform research
- Initiative and ability to work independently
- Strong writing, communication and organizational skills are required.
Availability: This position requires a minimum commitment of either 15-20 hours per week (2-3 days/week) during spring and fall semesters or up to 35 hours per week during the summer.
Salary: Paid position at hourly rates.
Minimum Education and Training: Must have completed at least ONE YEAR of a college/university program with course-work in transportation, environmental studies or engineering; or be enrolled in a relevant master's program; or an equivalent combination of experience and training.

Planning Analysis Intern

Purpose:
The NJTPA internship program provides many mutual benefits to full time staff and to interns. Full time staff share technical expertise with the interns and work with interns to make valuable contributions to agency work products. Interns gain professional experience and improve skills while seeking full time employment. Internships are offered for up to 20 hours per week.
Description of Work:
Under the direction of the Manager of Mobility Programs and Planning Analysis, in the Regional Planning Division, the Planning Analysis intern will assist full-time staff in advancing work tasks for data analysis and will provide general support for the Regional Planning Division. Activities may involve collection, maintenance, programming, communication, coordination and application of data. In general, the intern will be responsible for using GIS and other data representational techniques as tools to convey the agency’s mission to internal staff, members and the general public in a cohesive way through a diversity of planning initiatives. This includes support for an on-line Greenhouse Gas Inventory and other data analysis related to climate change analysis. Interns may also be called upon to support Regional Planning in all aspects of the development of the Regional Transportation Plan update, including researching and synthesizing information, administrative and logistical support, and other tasks as assigned.
The successful candidate will possess strong technical skills in GIS, database development, analysis, and programming as well as good communications abilities and the desire and temperament for a collaborative, dynamic work environment. The Planning Analysis intern will work closely with Regional Planning, Systems Planning, Capital Programming, and other NJTPA staff as needed.
Specific Intern Tasks:
- Develop map templates and maintain pre-made map inventory on topics most often requested of the data group.
- Refine County Profile Series to include environmental, freight, project level, and updated demographic information
- Coordinate with Capital Programming needs related to streamlining maintenance of TIP project GIS layers, currently maintained by linear referencing techniques and project scoring procedure
- Program data transformation service (DTS) packages in SQL Server to streamline routine data retrieval from external sources in order to maintain current EGIS database
- Research best practice solutions for programming web application for visualization tools
- Assist with all aspects of Climate Change planning at the agency, including maintaining Greenhouse Gas Inventory data and responding to data requests and support for the development of a Climate Change Mitigation Plan
- Strong written and verbal communications skills, and an ability to work collaboratively

NJTPA PAID INTERNSHIP:
Client/Server Programmer Intern – I.T. Division

Job Description: The Client/Server Programmer Intern uses Visual Studio and SQL Server knowledge to provide design, programming, and implementation of multi-tiered applications that will reside on database management systems, the end-users PC, MS SharePoint Portal, and the NJTPA’s web site. The incumbent must work with the Manager or Director of Information Technology and other members of the agency to develop Client/Server program applications.
Responsibilities: The Client/Server Programmer Intern will assist the Manager or Director of Information Technology with work that will include:
- Analysis, design, programming, and implementation of Client/Server program applications using ASP.net, SQL, and Crystal Reports software.
- Attendance at regular meetings to understand, gather requirements and identify areas where Client/Server Technologies are applicable.
- Write and test software programs using ASP.net, SQL, and Crystal reports based on the gathered program requirements.
- Design and programming of SQL tables, views, procedures, and triggers.
- Design and programming of applications using ASP.net, and Crystal Reports.
- Design, programming and integration of applications on Microsoft SharePoint sites.
- Creation and use of web page templates.
- Migration of web site content and applications.
Qualifications:
- Completion of advanced level Client software programming course, i.e. ASP.net.
- Completion of advanced level SQL Server/T-SQL programming course.
- Completion of a Systems Analysis and Design Course.
- Knowledge of Crystal Reports software.
- Knowledge of Microsoft SharePoint.
- Experience with creating and using web page templates.
- Experience with the migration of web site content, and applications.
